Dengan berlakunya kirikulum 2004 yang berbasis kompetensi maka terjadi pergeseran sistem pembelajaran menjadi berorientasi pada siswa. Kalau sebelumnya guru sebagai satu-satunya sumber siswa, kini menjadi fasilitator dan motivator. Sedangkan siswa harus lebih aktif mencari informasi dari berbagai sumber, sehingga pengetahuan siswa menjadi lebih luas dan beragam. Untuk memenuhi tuntutan kurikulum tersebut, pemerintah dalam hal ini Departemen Pendidikan Nasional harus menyediakan berbagai sumbe.
